Callsign and position. Orion is referred to by callsign only in the MIDA target file. His official position is listed as Captain, 1st Tau Ceti Investigatory Unit.1 The UESC memorandum Project:Goliath establishes the existence of an investigatory mission to Tau Ceti dispatched from Sol to re-establish contact with New Cascadia and investigate the disruption of communications,2 providing the institutional context for this unit, though Orion is not named directly in that document.

MIDA classification. Orion is designated a PYROCLAST target in MIDA’s classified target file, shared by MIDA agent _gantry with Runners.1 The file is framed as intelligence for Runners operating against UESC interests: “know thine enemy, runner.”1

Background as recorded in the MIDA file. The MIDA personnel file lists the following history for Orion:1

  • Clashed with APHELION Group on Mars and Luna.
  • Worked in high-security detention units on Luna, described in the file as “notorious for cruelties like ‘corrective isolation’ and ‘punitive force-feeding’.”
  • Publicly advocates for the use of “bio-augment manipulation” as a “persuasion tactic” — glossed in the file as “(read: legalized torture).”
  • “Held the company line” at the Vallis Bohr Revolt.
  • “Wiped up the blood” at the Jezero Crater Massacre.
  • Suspected ties to the Children of Mars erasure conspiracy.

Orion’s own voice — message to Runners. A UESC drone shipment manifest for cargo collected from “Incident 253” (cross-referenced as “Incident Report: Contagious Mimesis”) — material judged severely contaminated after exposure to the Anomaly — records an internal dispute between two officials (023_SYAR and 015_ITRE) over whether to proceed with immediate analysis or default to containment.5 023_SYAR reports that “per Orion, all analysis is paused” pending containment and eventual incineration, and separately questions whether “Orion back this” when ordered by HQ to begin analysis immediately, noting Orion’s “initial instruction was risk mitigation.” 015_ITRE replies “Confirmed by Orion” — UESC personnel with hazardous materials training are to begin assessment in orbital lab units immediately. 023_SYAR’s further objection (“this isn’t a reliable indicator of stability… a high risk of another destructive incident”) is overruled: “Denied. No further risk assessment is required or requested.”5 The exchange shows Orion’s stated risk-mitigation instruction being superseded — by HQ order, relayed and confirmed under his name — without his own direct voice appearing in the exchange.

Public relations sessions with Officer Keleti. A sequence of internal UESC recordings captures Orion drafting sanitized public messaging with First Officer Keleti [ID: TKEL], described by Orion as “my right hand in the field.”6 Orion rejects Keleti’s honest framing (“more questions than answers”) as sounding “weak” and pushes for “something positive,” prompting Keleti to reword findings as “costly but successful” recovery efforts.6 Orion attributes the messaging assignment to Admiral Sulera, who “believes you put a ‘nicer face’ on the operation. At least for PR.”6 In a second session, Keleti pushes back sharply against the spin exercise, proposing unfiltered disclosures instead: “the alien music box that fried Rossi. And you, Cap[tain]”; “the Cerberus hallucinations”; “the constant shell reprints”; and that “Runners are getting chewed up every time they set foot on the Marathon. Almost as bad as we are.”7 Orion overrules the impulse — “The job is doing whatever it takes for the mission to succeed… now, the job is to tell a story that sounds good enough to keep our people supplied. I don’t like it either. But we chose this.”7 — and the two settle on a sanitized line about the Marathon “remain[ing] in orbit” while “our people have been working… tirelessly… to secure it.”7 A finished “Public Status Report” recording shows Orion delivering the polished result: describing the recovery as dealing with “ruins and remains much older than any typical investigation,” citing “relentless criminal interference,” and closing with the reassurance that “the UESC will bring order to Tau Ceti and preserve the legacy of New Cascadia.”8

Being personally named as a Cerberus hallucination casualty. Keleti’s unfiltered list of things UESC is concealing from Sol names Orion directly alongside the “alien music box that fried Rossi”: “And you, Cap[tain]. What are the Cerberus hallucinations costing us? Or the constant shell reprints?”7 This is the pack’s only indication that Orion may be personally experiencing the Cerberus-linked hallucinations he is otherwise only associated with as an operator (see MIDA’s “unregulated… military AI” allegation, above).1 The source does not clarify what “Cerberus hallucinations” are, whether they are shared by the wider team, or their relationship to Cerberus’s described capacity for “mass violence.”
